Methodology and limits
- Counts come from City of Chicago 311 service requests with type codes AAF (water in basement) and AAE (street flooding).
- Duplicate reports for the same address and type are excluded.
- Population denominators are the ACS 2023 5-year estimates by community area.
- A 311 complaint is a resident report, not verified damage — it measures where people call the city about water, not confirmed losses.
- 311 data lags events by roughly 1–2 days.
What this means for your basement
- A working sump pump is the first line of defense in high-index areas.
- A battery backup keeps it running when storms knock out power.
- If water already came up through a floor drain, sewage backup cleanup covers sanitizing the space.
- A sewer camera inspection finds roots, cracks, or bellies before the next big rain.
